Headline misses many of the points: 2800 are in transportation building rail cars etc. Many are contractors and design people whose roles have wound down on existing projects. Some are in business aircraft.

I would read this as saying "Federal Government that one billion dollars will go a long way to ensuring Quebec employment before the next election."

Might want to read that before posting next time doesn't make sense. Know what you mean propping up some failing business out of taxpayers pockets. Yup just like the EU and some US deals.

You are somewhat deficient in the knowledge department on Canadian politics and/or economics. Quebec is necessary to carry the federal government politically but is a have not province economically. If as I suggested it is structured as a low interest loan there is nothing out of the taxpayer pocket and young boy Trudeau has a chance to keep Quebec votes. If you have any more difficulty understanding this I will see if I can post again in monosyllables.
