Gov't imposes 3-hour limit on tarmac strandings

Who is the first airline to charge for flight that guaranty no longer than 2 hours on the tarmac?
Rather than pay a fine to the Federal Government, why not direct the Airline to compensate the passengers with a pro rata share of the amount fined??
Three Hours is still a Ridicules amount of time sitting and waiting.
i think that this is a great rule because ppl dnt wnt to wait that long. but still 3 hours is longer then some ppls flights in total. they should atleast have to give food and drinks to avoid a fine
I still think they are going to have a riot on their hands with 3 hours. Doubt they will see the catering aspect.
I wonder how long it will take for the first plane load to petition congress for changes they incurred when the plane returns to the gate and is canclled because a handful - or one - wants off.
