Looks like a Hind in the background.
Nope, from the angle both airframes are hanging under their rotors and the rotor angles, they both are very near zero airspeed. I'd guess it is an airshow hover demo. Judging by the clothes (no gloves) of the guy in the door, that is not dead of winter in Ostrava either...
A BELL UH-1Y was flying on the runway axis to the static demonstration site and the Mi-24/35 in the background had to wait before landing at the dynamic demonstration site
