You are correct. Coast Guard aircraft utilize "CG" prior to the aircraft "tail number". N is reserved for U.S. civilian aircraft.

FlightAware default simple numbers to N numbers - happens constantly - rather annoying at times but has happened for many years now, as long as I care to remember. I have never seen a record of the CG prefix being used on any aircraft but guess it would be used for lodged flight plans when a radio callsign would presumably be called as Coast Guard 2313 (in this case).
Incidentally the full type designation and name for this aircraft is a CASA HC-144A Ocean Sentry

Alan is right about the N numer. FA treats any registration/serial number with five or fewer characters as an FAA N number and just adds the N. Most military aircraft have more than five characters in their serial numbers. But in this case the CG serial number is just 2313. so, if you want to "fool" FA you could add a couple of zeroes at the front of the number, e.g. 002313, or something like that. It might add a hyphen in there, too.
And if you change the Aircraft Type Designator to the ICAO code of CN35, it should then display as an HC-144A Ocean Sentry. (Probably. Sometimes FA displays some obscure name for an aircraft.)

Yes, the call sign used for ATC/USCG acft is CG or Coast Guard. On Flightaware tracking maps they will be shown as Cxxxx. So this acft would be tracked as C2313. I have 24 yrs in Coast Guard aviation in USCG C130's, flying all over the world, from remote LORAN stations to combat support missions in Vietnam, Cambodia, and Thailand.
