I didn’t think they (along with “smart” suitcases that include power outlets and USB ports for powering laptops and mobile devices) were legal anymore due to the risk of battery fires.

Why?
During my travels, I can sit at one of the nicer restaurants, enjoy a meal and a beer, or mixed drink and have none of these issues.
So you punish all because of one.

Yep, and it's only a small fraction of even drunk people that cause these issues. Plus, sober people sometimes act like bratty children in airports and aircraft.
