That's not unusual for Boeing to do this. In the past they have laid off hundreds of employee's due to production lines and aircraft delays as well as sales.
Mc Donnell Douglas did this years back when the DC10 production stopped in long beach California before they sold out to Boeing

On one hand they're gonna lay off employees while talking up China.
